Terms of Reference (ToR)

Terms of Reference(ToR) for Consultancy Firms/ Training Institutes to conduct digital, technical and soft skill training for women and men with disabilities to increase opportunities for waged employment in the private sector. The requirement is three (3) consultants one for each of our operation regions i.e Nairobi, Kisumu & Mombasa.

Client; The Association for the Physically Disabled of Kenya is an implementing partner of Christoffel Blinden Mission (CBM) and is directly responsible for the overall outcome of the proposed consultancy.

  1. Introduction

Innovation to Inclusion (i2i) is a three-year programme funded by DFID. The programme is implemented by a consortium of partners and led by Leonard Cheshire. Consortium members include Leonard Cheshire, CBM, European Disability Forum (EDF), International Labour Organization (ILO), London School of Hygiene and Tropical Medicine (LSHTM), Global Disability Innovation Hub (GDIH), Plan International and the World Bank.

The National Industrial Training Authority (NITA), Training Vocation and Educational Training Authorities (TVETA), the National Council for Persons with Disability are key partners of the i2i project.  The collaboration will ensure men and women with disability will undertake appropriate skills including digital technology skills that will enhance their employability in the private sector.  CBM/APDK will collaborate with the NCPWD to identify persons with disability to participate in the i2i soft skills program.

The programme will work in Kenya’s three largest cities (Nairobi, Kisumu and Mombasa) to increase meaningful inclusion of persons with disability in waged employment in the private sector. Overall, the i2i project will directly benefit 3000  working age people with disabilities. The target group will be pan-disability, with primary level of education that enables them to access private sector opportunities with support from the programme. I2i interventions through the support of Plan international, will take a gender-transformative approach, seeking to challenge and change harmful gender norms and power relations, and working at the individual, relational and institutional level to achieve sustainable change. 40% of i2i target beneficiaries will be women with disabilities.

  1. Background

Soft skills are increasingly recognized by employers as highly desirable and necessary in the 21st century labour market. Under i2i, soft skills training is intended to support project participants with disabilities to access job placements, compete for opportunities, thrive in a work environment and progress in their careers. Soft skills include life skills such as communication, emotional intelligence and problem solving, as well as ‘employability skills’ such as interview skills, CV preparation and collaboration. Soft skills training needs to be adapted to the specific needs of women and men with disabilities who are seeking quality employment, and needs to be conducted in a way that is accessible to all types of disabilities.

Under i2i project, APDK intends to engage accredited consulting organizations with the support of the National Industrial Training Authority (hereinafter referred to as the Contractor) to conduct soft skills training for persons with disabilities under this ToR.

  1. Objectives

The objective of the assignment is to improve knowledge and enhance life skills and employability skills of 3000 persons with disabilities to increase meaningful inclusion of women and men with disabilities in waged employment in the private sector.

  1. Contractor’s responsibilities:

The Contractor’s responsibilities include:

  1. a)Provider to share information about existing packages which includes minimum hours required to complete a course.
  1. b) Adapt a soft skills training package for the programme which is targeted to the needs of people with disabilities, and addresses the core skill areas . refer to attached document pdf
  1. Submission of proposal

APDK invites Technical and Financial Proposals from qualified organizations/private companies to implement the assignment. A cover letter/ motivation letter explaining why they are the most suitable for the work and a detailed budget to be prepared. Technically and financially qualified organization will be awarded contract as per APDK  financial rules and regulations. Payment will be made in Kenya Shillings as per APDK financial rules and payment conditions as stipulated in the agreement / contract / purchase order and ToR.

The interested organizations are requested to submit their proposals stating their regions of interest electronically to Mail:  and addressed to The Human Resources Manager, Association for the Physically Disabled of Kenya or submitted hard copy to APDK, Waiyaki Way Westlands, opposite ABC Place on or before 10th of September 2020 by 5.00 pm
